18, 18, 1, 'CEIFA''s Profile -', 'The Centre of Environmental Studies, Information and Education (short: CEIFA) is a SME founded in Portugal in 2000 with the aim to promote activities and projects that encourage innovations for sustainable development. The main pillars of CEIFA's activity are applied research, education, and consulting in the following thematic areas: integrated materials and waste management (GIRA©), promotion of the interface between Science & Technology and Sustainable Development (SD), and eco-architecture and sustainable urbanism.The participation in research networks at national and international level has been an important field of activities since the beginning of CEIFA's activities. In 2001-2002 it participated in two EU-funded research projects (ESTO and AIRP) that analyzed the relationship between academia and society in different European countries and developed criteria for SD-oriented research. Between 2002 and 2004 CEIFA participated as a RTD-performer in an EU-funded CRAFT research project (WAMBUCO) which has been the first European research project focusing on C&DW (Construction and Demolition Waste) at the site.
The conclusions of this project were quite remarkable as it uncovered unexpected high prevention potentials of C&DW at the construction sites all over Europe. The project also showed the urgency of transferring the conclusions of the project to training activities, and allowed the elaboration of useful guidelines for waste management in practice. After the end of the project, CEIFA has particularly been concerned with the elaboration of manuals for training schools for the most important training center of the construction sector in Portugal (CENFIC). Further manuals and other didactic materials developed by CEIFA are also being used in the large professional training centre of the electric and electronic industry (CINEL). These activities were completed through training courses for the training staff of those schools. With those projects, CEIFA has become familiar with the coordination and management of interdisciplinary working groups and international consortia and was invited in 2004 to coordinate a large international consortium with 43 partners under the scientific direction of the Technical University of Lisbon. Presently, CEIFA is involved in a further European Project "Waste-Tool" (a Leonardo da Vinci Project) that aims at developing an e-learning tool for C&D waste management at the construction site.Currently the enterprise offers strong consulting expertise in matters related with waste management and material logistic alongside the whole value-added chain. The main clients are from the building sector, waste management services, the fuel and the electric and electronic industry. For the later, a large project at sectoral level is being implemented with a network of Portuguese enterprises that search for solutions for waste of electrical and electronic equipments (WEEE). Currently CEIFA's attention concerning the construction sector is shifting towards the levels of planning and decision-making, thus eco-architecture and sustainable urbanism are increasingly becoming fields of CEIFA's activities. Since Mai 2005 CEIFA coordinates an EU-Project in the framework of the Marie-Curie Program, under the ToK-scheme (transfer of knowledge). The project (TOKforCEIFIADE) - Building Capacities for Change Management in Portugal - aims to enhance CEIFA's scientific capacities and international networking. Amb aquest acte es pretén donar a conèixerles mesures i accions recollides durant tot el procés de participacióciutadana, i presentar les línies del Pla d''acció per a la mitigaciódel canvi climàtic (2008-2012), que haurà d'aprovar posteriorment elGovern de la Generalitat. Aquest Pla d'acció serà clau per al'establiment de les polítiques i accions que permetin el complimentdel Protocol de Kyoto. La Convenció és un esdeveniment departicipació ciutadana, iniciat el passat mes de juliol, i que hainclòs sessions de treball, jornades de reflexió i debat, i reunions.S'ha adreçat a representants dels agents locals i econòmics i dels enslocals, representants empresarials, de col·legis professionals iuniversitats, i també a la ciutadania. En definitiva, s'ha adreçat atothom amb interès de col·laborar en el desenvolupament dels eixos queguiaran la política contra el canvi climàtic els propers anys. Elpassat mes d'octubre es va celebrar la Jornada Inaugural de laConvenció, on es van inscriure més de 600 persones. Fins al15 de gener, data en què va concloure el termini per aportar propostesdins el procés de participació, l'Oficina Catalana del Canvi Climàticha rebut 974 propostes per a l'elaboració del Pla. D'aquestes, 334 hansorgit de les sessions de treball que van tenir lloc entre els mesos denovembre i desembre de 2007, 354 han arribat via Internet, 166 es vanoriginar en unes sessions de reflexió i debat organitzades en el marcde la Convenció i, finalment, 120 més es deriven de les suggerides peruna mostra de ciutadans escollida aleatòriament.Per sectors, la classificació de les propostes derivades de les sessions de treball i del formulari en línia és la següent:
* El sector agropecuari recull el 6% de les propostes. Les diferents estratègies de mitigació de gasos amb efecte d'hivernacle fan referència, bàsicament, a la millora de la gestió dels fems, a la millora de les pràctiques agronòmiques, a l'augment del reservori de carboni, a l'ús eficient del nitrogen, als cultius energètics, i a la millora de la gestió del bestiar.
* El sector dels boscos recull també el 6% de les propostes. La majoria se centren en la gestió forestal, la repoblació forestal, la reducció de la desforestació, la reducció de la degradació, la substitució de combustibles fòssils per biomassa i la generació de fusta per a la construcció, substituint d'altres materials amb un consum d'energia més intensiu.
* Quant als edificis, que representen el 13% de les propostes, aquestes es basen en l'eficiència energètica, la reducció de la demanda d'energia, i la potenciació de les energies renovables.
* El total de propostes del sector energètic és també del 13%. D'aquestes, la majoria se centren en l'eficiència energètica, les energies renovables i el canvi de combustibles.
* El sector industrial n'engloba el 4%, que versen sobre l'eficiència energètica, el canvi de combustibles i l'ús de matèries primeres eficients, reutilitzables i reciclables.
* Aconseguir mitigar els efectes del canvi climàtic a través de la millora de la gestió dels residus és l'objectiu del 10% de les iniciatives, que van des de la promoció de la minimització, la reutilització i el reciclatge dels residus, a la reducció i/o recuperació del metà dels abocadors, o la valorització energètica dels residus i el tractament biològic.
* Pel que fa al transport i la mobilitat, l'Oficina Catalana del Canvi Climàtic ha rebut el 30% de les propostes. La majoria d'aquestes es refereixen al transport de passatgers. Segons les estratègies, la gran majoria fa referència a la reducció de la mobilitat (bàsicament, per l'increment del transport públic i el foment de la bicicleta), seguida de la millora dels vehicles (tant per tecnologia com per combustibles alternatius), l'optimització de les velocitats i la millora de la conducció.
* El sector de la informació i la sensibilització ha rebut el 18% de les propostes, relacionades amb tots els altres sectors consultats.
